Sheriff’s Department Seeks Help in Finding Fugitives
The Ventura County Sheriff’s Department is asking the public’s help in finding four fugitives wanted for allegedly violating probation and failing to appear in court. Warrants have been issued in each case.
Robert Hinojosa, also known as Victor Martinez Rigo, 22, was arrested on suspicion of committing $5,000 in welfare fraud. He was jailed and later released on his own recognizance. Deputies said he has failed to make his court appearances.
His family lives in Santa Paula and he has a girlfriend who lives on Kamala Street in Oxnard. He is believed to be in Oxnard or Ventura and last worked as a laborer for an employment agency.
He is Latino, 5 feet 11, 240 pounds and has black hair and brown eyes. He has a scar on his scalp near his left temple.
Richard Lewis Houston, 34, was convicted in February of possessing drugs and driving under the influence of drugs or alcohol. Deputies said he has violated his probation.
He last worked for RCR Plumbing in Riverside, but has been staying with his mother at an apartment in the 500 block of Gonzales Road in Oxnard.
Houston is black, 5 feet 7, 180 pounds and has black hair and brown eyes. He has a cross tattooed on his left hand, the name “Bridget†on his back and a Playboy bunny on his right arm.
Vincent Ordonez Frenes, 24, was arrested in February on suspicion of spousal battery, assault with a deadly weapon and injury to a child. He posted bail but failed to appear in court for a hearing in March, deputies said.
He last lived in the 1500 block of Patricia Street in Simi Valley and last worked in construction. His family believes Frenes has fled the state.
He is Latino, 185 pounds and has black hair and brown eyes. No height was available. Frenes has a American Indian man with a feather headdress tattooed on his right arm.
Khanh Bao Knapp, 28, was convicted of possessing drugs in 1997 and burglary in 1998. Deputies said he has violated the terms of his probation.
He last stayed at a homeless shelter in Oxnard.
His last known address was in the 2500 block of Waxwing Avenue in Ventura.
He last worked at an auto detailing business in Santa Paula.
Knapp is 5 feet 5, 130 pounds and has brown hair and brown eyes. He has a snake tattooed on his right arm.
