The City Council voted 4 to 1 on Tuesday to continue talking with the owners of the Headlands and postpone making changes to the General Plan. The Planning Commission in April approved the changes, which would render useless property owners’ development plans while making the city’s plans viable for the 122-acre coastal area. In the past, property owners have been successful in court, so Mayor Ruby L. Netzley and Councilman Wayne Rayfield said they will continue to seek a resolution, at least until July.
