The Planning Commission on Thursday will again take up the debate over a controversial hillside development called Planning Area 27 that the Irvine Co. wants to build south of Turtle Rock. Turtle Rock residents argued against the Irvine Co.’s plans at last month’s meeting, which was devoted solely to traffic issues.
The plan calls for 2,500 luxury homes in the hills just south of Turtle Rock off Bonita Canyon Road.
