The City Council will decide Tuesday whether to launch a new commercial waste-hauling plan that would effectively force haulers to recycle more of the waste they collect.
Council members, who received a draft of the plan earlier this month, said they liked the recycling emphasis but were concerned about the effect on commercial trash collectors.
The new contract is an attempt to help the city meet a state mandate under the California Integrated Waste Management Act to cut in half the amount of waste it sends to landfills by 2000, city planners said.
