* SKATEBOARD PARK: A public hearing is scheduled to consider the development of a skateboard area at Beebe Park. The 10,000-square-foot skate park would be big enough for 30 to 40 skaters at a time. Though unsupervised, the proposed park would require safety equipment; nighttime use would be prohibited.

Seal Beach Environmental Quality Control Board

* BIXBY RANCH: The board will meet to continue a hearing about the environmental impact report for the controversial Bixby Ranch development proposal, which includes a commercial/retail center, hotel, restaurant, senior care facilities, golf course, church and public tennis club. The property is off Seal Beach Boulevard, north of Lampson Avenue.

Westminster City Council

* WATER TANK: The council will be meeting for further discussions on the water tank rupture, which occurred last week on Hefley Street. The concrete tank unleashed 5 million gallons of water on the neighborhood, destroying dozens of homes and a fire station. Council members met last week to declare a state of emergency.
