San Francisco-based Pacific Gas & Electric Co., a subsidiary of PG&E; Corp., will sell 68 California hydroelectric plants valued at $1.6 billion as part of a plan to concentrate on electricity transmission now that the state’s $20 billion in annual power sales is open to competition. The plants, all in Northern California, produce 3,900 megawatts, enough to power 4 million homes.
