Leaders of a 17-member commission on Medicare pledged to have ready by next March “the really difficult changes.†Until then, they want Congress to hold off action on President Clinton’s plan for opening Medicare to younger people. Clinton wants Congress to approve his proposal to let people ages 55 to 64 buy into Medicare at a cost of $300 to $400 per month if they can’t find affordable private health coverage. Currently, eligibility for Medicare begins at age 65, with the disabled eligible at a younger age.
