Brandy’s “Never Say Never,” powered by the chart-topping Brandy-Monica duet “The Boy Is Mine,” is the top-selling album in Southern California, according to SoundScan. Nationally, it’s No. 3 behind rapper Master P’s “MP Da Last Don” and the “City of Angels” soundtrack.
