Landlord Ordered to Pay $10,621 in Slum Case

A Torrance man who owns a South Los Angeles apartment complex where Slum Housing Task Force inspectors found tenants living without heat and in units infested by rodents and cockroaches was ordered to pay $10,621 in fines after pleading no contest to criminal slum violations, according to Los Angeles City Atty. Jim Hahn.

James W. Robel was ordered to pay the fine after he entered his plea this week to 10 violations of fire, health and building and safety codes at a three-story, 18-unit apartment house he owns at 801 W. Gardena Blvd. The code violations were discovered by inspectors between November and January.

Violations found during the inspection included cockroach and rodent infestations, leaky sink faucets, damaged and defective fire doors and alarms, and defective emergency exit lights and smoke detectors.
