Panel to Re-Interview 2 City Manager Finalists
The city managers of Duarte and Arcadia are the finalists for the top job in West Covina City Hall, officials said Monday.
West Covina City Council members plan to re-interview Jesse H. Duff of Duarte and William R. Kelly of Arcadia in a closed session today, sources said.
The West Covina city manager position has been vacant since March, when James Starbird left to become city manager in Glendale. Duff and Kelly were chosen from a field of 44 candidates from across the country.
Kelly has been Arcadia city manager since 1994 and was also community development director there and in Burbank during his 26 years in local government. Arcadia, has about 52,000 residents, roughly half the population of West Covina.
Duff, city manager in Duarte since 1987, has worked for the city of about 22,000 residents for nearly two decades.
Neither Duff nor Kelly could be reached for comment.
West Covina Councilman Mike Touhey said officials hope to have a new city manager in the job by next month and then to fill half a dozen top vacancies by September.
