Re “Prop. 13’s Legacy: Powerful Medicine and a Bitter Aftertaste,” May 31.
I believe Grant Brimhall was an able city manager. He points out that property taxes were being used for non-property-related expenditures and that one of the impacts was fierce competition for available tax dollars. However, he did not emphasize that one of the key purposes of Prop. 13 was to force responsible choices on governments and politicians by halting the tax hemorrhage.
