Re “Firms That Administer Citizenship Tests Accused of Fraud,†Jan. 28:

Those of us interested in the quality of U.S. citizenship education knew things were bad, but not as bad as we learned in your article.

As a retired teacher of citizenship in the Los Angeles schools, I and many other instructors took pride not only in what we taught, but in our hard-working, intelligent immigrant students. Not many years ago these citizens-to-be were discussing the Constitution, writing letters to public officials (in English!) and passing the test easily.

These great, free classes are still going on. Why, oh, why would the government “subcontract†such essential education? Wouldn’t it make more sense to give the public schools more funds for competent and honest teachers?
