* The Times is right again (“Representation Is Key,” editorial, Dec. 21). We need to be properly represented in our city government. The two charter groups are fighting over numbers of City Council seats and the numbers have no meaning whatsoever. Here is a method that will make sense to the sensible. Use the Los Angeles school districts as a guide. One seat per each two high school areas. The area feeding the high school, middle school and grammar school will comprise a councilmanic seat. Example: Venice High coupled with Hamilton High or University coupled with Palisades High.

These are well-defined geographic areas and will be representative of the people living in them. The final number of seats can be adjusted by combining two or more high school areas. The idea is not to be cute about the number of seats but to be objective and true to the representative government we all love.
