The city has chosen Cotton Beland Associates, an urban and environmental planning consulting firm, to help San Juan residents update the city’s master plan. The City Council also announced Tuesday it will establish a 15-member General Plan Advisory Committee to help craft the new plan. Five members of the committee will be chosen from each of the city’s five districts. The other 10 spots on the committee are open to San Juan Capistrano residents and business people.
