Failing Grade: Los Angeles pupils generally finished well below the national average in standardized testing of third-, seventh- and 10th-graders. Schools in the west San Fernando Valley recorded some of the city’s highest scores. Top 10th-grade scores were recorded at North Hollywood’s Highly Gifted Magnet and Granada Hills High. B1
