Los Angeles Mayor Richard Riordan on Thursday created a new director of international affairs for the city, and appointed a new chief of the city’s Sanitation District.

Cecilia Aguilera Glassman, a lawyer who has worked for Riordan’s business team and as his community liaison, will coordinate efforts to promote international business. She also will oversee protocol for visits by heads of state, work to increase international understanding and cultural awareness, and help plan the mayor’s trips abroad.

“Los Angeles is the international city, and we are positioned to reach even greater heights in the future,†Riordan said in a written statement.

Glassman replaces Chief of Protocol Lourdes Saab, who is resigning after 13 years at City Hall.

Filling one of about 10 high-profile openings in the administration, Riordan also named the chief administrative officer of the Orange County Sanitation District, Judith Wilson, to run the city’s Bureau of Sanitation.

Wilson previously worked for the Los Angeles County Transportation Commission and the Metropolitan Transportation Authority. She helped draft state legislation to consolidate nine Orange County sanitation districts into one.
