City Seeks to Put Recycling Negotiations on Fast Track

City Manager Kenneth C. Frank must negotiate an agreement as soon as possible with the city’s trash hauler, Waste Management of Orange County, to expand the recycling program at a reasonable fee, Mayor Steve Dicterow said.

“Both the city and Waste Management have been put under pressure by the council to take care of this immediately because I know they can,” he said during Tuesday’s council meeting.

Frank and representatives from Waste Management made dueling presentations at the meeting about the costs involved in recycling green waste. The hauler says costs would rise by $1.85 per household, but Frank said increases range from $1.85 to $7.

A new state law mandates that the city must recycle 50% of its waste by 2000. Laguna Beach’s recycling rate is 22%. The expanded program would provide three 96-gallon, plastic carts to each household to separate trash, recyclables and green waste.
