Housing Plan Puts Pressure on Clinton

Israel’s decision to build a new Jewish neighborhood in East Jerusalem, a move that has outraged Arabs, could put pressure on President Clinton to come down on one side or the other in his talks in Washington next week with Palestinian Authority President Yasser Arafat. In a rare rebuke, the White House said Israel’s decision to develop about 2,500 of 6,500 planned housing units was not a step toward building trust.
