Circuit City Stores Inc. agreed to revamp advertising for its “no interest†financing plans as part of a settlement with 19 states, capping an investigation begun in 1995 into retailers that advertise “zero-interest financing†for purchases. . . . Mercedes-Benz Chairman Helmut Werner announced his resignation rather than see his power eroded in a plan to end the luxury car and truck maker’s independence from Daimler-Benz. . . . Morgan Stanley Group Inc. said it is reorganizing into two main businesses--asset management and securities--reflecting the increasingly integrated nature of the investment bank’s global businesses.
