On her second solo album, the former Bangles singer tosses off palatable, jangling pop with a ‘60s bent, but her originals--co-written with producer David Baerwald and far too many others--don’t come close to meeting the pinnacle of passion she stirs up with her version of the Lightning Seeds’ “All I Want.†Hoffs plays the Troubadour on Tuesday.
