Police evacuated the Maryland Statehouse for three hours after discovering a bomb that turned out to be fake, and a man was charged with planting that device and another that had been found Aug. 5, state police said.

Daniel James of Washington, D.C., was charged with two counts of placing a hoax device after a grounds-crew worker spotted a man planting the envelope and called security, officials said.

In both cases, James, 62, allegedly planted a large envelope addressed to Gov. Parris Glendening in a cigarette urn near an entrance to the building. Police said the envelope found Thursday contained a disposable tablecloth and “printed materials,†but they would not elaborate.

The package found earlier this month had similar contents, but included some wires.
