Nation IN BRIEF : KENTUCKY : Army Allows Prayer at On-Base Day Care

The Army has revised its regulations to allow prayer and other religious activities at day-care centers in Army housing at posts around the world. The policy comes in response to a November ruling by the U.S. 6th Circuit Court of Appeals in a lawsuit filed by Lexington, Ky., lawyer Michael Troutman. Troutman represented three soldiers at Ft. Campbell and their wives who claimed that the base’s day-care regulations violated their 1st Amendment rights of free speech and religion. The Army had revoked the child-care license of Tambra Hartmann in 1990 after it learned she offered grace before meals and listened to Christian music while watching children in her home on the base.
