President Clinton signed a $265-billion defense authorization bill into law despite his opposition to a provision ordering the discharge of any troops who have the AIDS virus, the White House said. In a statement accompanying the signing of measure, Clinton called the move against HIV-infected military personnel “blatantly discriminatory and highly punitive to service members and their families,” and repeated he would back efforts in Congress to repeal it.
