Europeans Move Closer to Open Skies Air Pacts: Five smaller nations have concluded liberalized aviation agreements with the United States and four more are to conclude theirs by the end of June, U.S. officials said. The European Commission has threatened legal action against six EU states--Sweden, Finland, Denmark, Belgium, Luxembourg and Austria--contesting their rights to negotiate bilateral deals.
