WORLD IN BRIEF : CUBA : U.S. Court Overturns Ruling on Refugees

Cuban refugees at the U.S. naval base at Guantanamo Bay and in Panama can be returned to their homeland pending arguments on an order that blocked their repatriation, an appeals court ruled. The 11th U.S. Circuit Court of Appeals in Atlanta overturned a lower court’s order, thereby allowing the government to begin returning the more than 30,000 Cuban refugees held at Guantanamo Bay and in Panama. Arguments in the case are scheduled for this afternoon.
