NATION IN BRIEF : FLORIDA : Court Voids Fee for Incoming Cars

The Supreme Court in Tallahassee ruled that it was unconstitutional to charge motorists a steep “impact fee†to bring cars into the state, forcing Florida to refund $187 million collected over the past three years. About 633,000 motorists paid the $295-per-car fee since July 1, 1991, when they brought cars into Florida and registered them for the first time. Lawmakers passed the measure in 1990 to help finance highway construction, claiming the money was needed because of the ever-increasing stream of vehicles on Florida’s roads.
