Housing Permits: Through July this year, Orange County developers took out 8,466 new-housing permits, compared to 3,809 permits for the first seven months of 1993, according to the Construction Industry Research Board, a trade group in Burbank.
Almost half of the permits--3,997 of them--were pulled in June by developers rushing to avoid a fee increase that went into effect in July, the board said.
