Ross Stores to Add Outlets: Ross Stores Inc. announced it will open 25 new discount clothing stores in 1994. The first eight will open by this spring in California, Florida, Hawaii and Pennsylvania. The remaining locations have not been determined. Including the new stores, Ross will have 251 locations in 18 states. The Newark, Calif.-based discount retailer reported sales of $1.1 billion in 1993.
