* “A Lesson in the House Rules of Etiquette,†by James Bornemeier (Dec. 17), illustrates perfectly why we will never have representative government until we do away with the seniority system for committee chairmen. Could anyone believe that the citizens represented by Xavier Becerra (D-Los Angeles) are as equally represented in the Congress as those represented by Dan Rostenkowski (D-Ill.)?
A more democratic system would rotate these chairmanships without regard to seniority. Seniority should have nothing to do with power or influence in a democratic Congress.
