World IN BRIEF : HAITI : Rightists Shut Down Capital With Strike

Rightists with ties to Haiti’s military shut down Port au Prince with a general strike and demanded the expulsion of Dante Caputo, a U.N. official trying to help restore democracy. Shops were shuttered; public transportation was halted, and armed gangs of civilian “attaches” stopped private vehicles moving through the normally bustling seaside capital. The strike in was a direct challenge to U.S. troops and Canadian police trainers who arrived a day earlier to prepare Haiti for the return of ousted President Jean-Bertrand Aristide scheduled for Oct. 30.
