14 Groups Call for More Government Recycling: In a letter to President Bill Clinton, environmental groups ranging from the Environmental Defense Fund to the Sierra Club urged higher requirements for recycled paper bought by the federal government. In April, Clinton vowed to use the power of federal purchasing to encourage a market for recycled goods. The groups say his draft Executive Order sets goals for recycled fiber content in paper bought by federal purchasers that are too low to “adequately strengthen†the fledgling market and would not exclude chlorine-bleached paper.
