GLENDALE : City Moves Toward Role in Cable Costs

The Glendale City Council took the first step Tuesday toward having a say in the cost of cable television service to subscribers of Sammons Communications, which owns the franchise for all cable service in the city.
The council agreed to hire Telecommunications Management Corp. of Los Angeles for $2,500 to obtain federal authority that will give the city the right to regulate the basic cost of cable service for local broadcast channels.
Under federal deregulation rules approved by Congress last year, the city still will have no authority over optional charges for extended cable service and premier television channels. City officials said, however, that they hope to be able to at least examine the justification for Sammons’ future rate increases.
As part of its control over basic cable charges, for instance, the city could eliminate monthly fees for additional television outlets in a household, officials said Tuesday.
