BANKING ON THE FUTURE: The White House is expected this week to unveil its plan for community-development banks, which were touted by the President as a means of restoring inner cities, and Rebuild L.A. is likely to open one of the first. . . . With the help of federal and private funds, the bank would make loans to rebuild and create inner-city businesses. . . . Administration officials aren’t talking about the final details, but the original plan floated during the campaign envisioned an $850-million fund, with $1 in federal money for every $2 in private donations.
