Drivetime Art: The California Arts Council will unveil a new “arts license plate†this afternoon at Warner Bros. Studios at a news conference hosted by Gov. Pete Wilson and actor Sylvester Stallone. Proceeds from the $20 plate, designed by California artist Wayne Thiebaud, will support local arts and arts education programs threatened by state budget cuts.
