SYLMAR : Mobile Home Park Zoning Change OKd
Residents of a mobile-home park in the foothills of Sylmar may soon have an opportunity to become landowners.
The city Planning Commission on Thursday approved a change in zoning requested by the owner of the 303-unit Santiago Estates park, built in 1986, that will allow residents to buy the property underneath their manufactured homes.
During a hearing in Sherman Oaks, a handful of Sylmar residents raised concerns that the change from agricultural to residential zoning may open the door for the construction of higher-density condominiums at or near the 67-acre development.
To ease their concerns, a company representative said the owner agreed to a condition that prohibits it from displacing mobile-home owners who hold 100-year leases on the property.
“If they don’t buy the property, nothing changes,†said Charles H. Fry, vice president of development for Costa Mesa-based Richard A. Hall Co., the managing partner of the owner, Santiago Valley I.
Fry said the company sought the request after residents approached the company about obtaining property ownership in the park, located at 13691 Gavina Ave. He said the average price of a lot would be about $70,000.
