Pennsylvania Judge Rejects Request to Force School Busing

HARRISBURG, Pa. — A judge has rejected a state request to force busing of Philadelphia schoolchildren to achieve racial balance.
Commonwealth Court Judge Doris Smith ruled Wednesday that the Human Relations Commission, which has been pressing for school desegregation in Philadelphia since 1968, failed to prove that busing would achieve balance.
The Philadelphia school system has adopted several voluntary desegregation plans since the commission sued the district in 1971. The agency says the voluntary programs have not done enough.
Smith also rejected a district request that the state and 11 suburban school systems be made co-defendants in the desegregation case.
