FRINGE BENEFITS: Being a state legislator can have its privileges. A report on 1992 gifts showed state Sen. Marian Bergeson (R-Newport Beach) with the most among local legislators, almost $1,800 worth. Assemblyman Tom Umberg (D-Garden Grove) was next at more than $1,500. . . . Bergeson’s total included $195 for a statue from Newport Beach’s Bicentennial Committee and a painting valued at $250 from the county’s homeless task force. Much of Umberg’s gifts were in parking passes and UCLA and USC football tickets.
