Authorities in Waco, Tex., said they have no plans to resume negotiations with cult leader David Koresh, saying it is up to him to make the next move. “If he wants to talk to us, he merely has to pick up the phone,” FBI agent Richard Schwein said. Schwein described the 34-day-old standoff as being in a “cooling-off period” after two defense attorneys failed to persuade the 97 cult members to leave their fortified compound. Attorneys Dick DeGuerin and Jack Zimmermann, who have spent hours inside the rural fortress, said they had done everything they could.
