Dornan and the Closing of the El Toro Base

Bob Dornan was quoted as saying he was mute on the closing of the El Toro Air Station because of the danger of an airplane crashing on either Interstate 5 or 405.
I am under the impression that should the station be closed and turned into a commercial air station, not only would the air traffic over the freeways be increased on landing, but it would also be increased since most of the big aircraft would recross the freeways on takeoff. It has been known to happen in the past that even commercial aircraft crash, more times on takeoff than landing.
Dornan seems to me to be a perfect example of talking out of both sides of his mouth at the same time.
