HIS OWN ANGEL: William G. Steiner, newly appointed to the Board of Supervisors, had two special requests for his swearing-in ceremony Monday. He wanted former California Angels third baseman Doug DeCinces to speak. DeCinces for years has been a major fund-raiser for Orangewood Children’s Home, which Steiner helped found. He also asked that Maureen DeMarco, the state’s child development and education director, swear him in. The two have long worked together on children’s issues.
