World IN BRIEF : PERU : Women Targets in Conflict, Report Says

Peruvian government forces routinely rape and torture women with total impunity, while both soldiers and left-wing rebels often kill women, a leading human rights group said. Both sides in the 13-year-old conflict, in which more than 20,000 people have been killed, use violence against civilian women “as a form of tactical warfare,†the Washington-based Americas Watch said.
