TOUGH ENOUGH YET? Every year, Deputy Dist. Atty. Carl Armbrust is eager to see new laws that increase penalties for people who take or deal in illegal drugs. Armbrust likes what he sees for 1993, but he no longer gets excited. “It happens every year; the Legislature tries to help us put these guys away, but the courts end up letting them off,†Armbrust complains. “Our problem is that judges are giving too many people probation--with six months in jail instead of prison--because their calendars are so overcrowded.†One new law Armbrust likes: Any judge who gives an offender probation must also require that defendant to complete a treatment program.
