Minneapolis Judge David S. Doty is expected to rule this week on a petition requesting free agency by Feb. 1 for the 600 players whose NFL contracts expire that day.
Doty came to his decision earlier this month, a Minnesota source said, but has been withholding the announcement pending player-owner meetings seeking a settlement. Those meetings were broken off Tuesday by the club owners, sources on both sides said.
