Executives Rank State’s Weaknesses: State business leaders ranked health care costs, workers’ compensation insurance, costly liability and civil litigation and steep state taxes as the top impediments to doing business here, according to a survey released by the California Business Roundtable. About 92% of the 1,325 respondents said health care costs were bad for business, while 90% cited workers’ compensation, 89% picked civil suits and 83% singled out high state business taxes. The leaders also cited a cumbersome permit process and the public education system.
