Monrovia Mayor Robert Bartlett has been named first vice president and president-elect of the League of California Cities.

The league, the primary advocate for cities in Sacramento, serves all 468 incorporated communities in the state. Bartlett, who will become the league’s president in October, 1993, is a member of the group’s standing committee on transportation.

Elected to the Monrovia City Council in 1974, Bartlett is serving his third two-year term as mayor. He is a past president of the board of directors of the Foothill Transit Zone and is a member of the executive board of the Southern California Assn. of Governments.

Franz Keller of the Pomona Valley 4-H Club in Claremont won the Best of Show Award in 4-H Fine Arts at the 1992 California State Fair in Sacramento.

The winning artwork--an original nine-page comic book created on a computer--is on display through October at the Claremont Public Library, 208 Howard St.

Keller, 17, a Claremont High School student, is president of the local 4-H club and the 1992 4-H California state winner for computers. In 1990 and 1991, he was the 4-H California state winner for graphic arts. He also won the 1991 California State Fair Best of Show Award for 4-H Fine Arts for another artwork.

David D. Evans, project manager for Jet Propulsion Laboratory’s Mars Observer mission, has been named to head JPL’s Office of Flight Projects.

“That’s the office that oversees all of the current space flight missions,†JPL spokeswoman Diane Ainsworth said. In addition to Mars Observer, Evans will supervise the Galileo, Magellan and Ulysses programs.

A native of Farmington, N.M., Evans, 61, joined JPL in 1958 after earning degrees at the University of New Mexico and the University of Colorado.

Evans’ former deputy, Glenn E. Cunningham, will succeed him as Mars Observer project manager, Cunningham, 49, a Glendale native, started at JPL in 1966 after graduation from UC Berkeley.

Evans and Cunningham live in La Canada Flintridge.
