How to cope with the state budget deficit: Easy. First, cut the number of legislators in half, for half could do as much as the present number. While I realize this would involve realigning legislative districts, it could be done. Next, cut the staff of the remaining legislators by 25%. Finally, get realistic about all these inflated perks and pension benefits.
Result? Behold! A budget surplus.
