WORLD IN BRIEF : JAPAN : Monks Lose Fight Against High-Rise

Buddhist monks lost out to property developers when a court gave the go-ahead for a high-rise hotel in Kyoto, Japan’s ancient capital. The Kyoto Buddhist Assn. said it will appeal the ruling. Monks and their supporters fear the 16-story hotel will detract from the city’s religious and cultural heritage. Rich in ancient temples, pavilions and other historical sites and relics, Kyoto attracts about 4 million tourists a year.
