U.S. Policy in Yugoslavia

Am I the only one who is confused or are there others like me? I refer to the fact that the United Nations has authorized a peacekeeping force in Yugoslavia. However, the force has apparently withdrawn, because of the fighting. I thought a peacekeeping force was supposed to keep the peace!

Peacekeeping forces are supposed to deter those actions that break the peace. If one group decides it doesn’t want to keep the peace and starts fighting, the peacekeeping force goes in and stops it.
