West Coast Bancorp: The Orange-based bank holding company reported first-quarter earnings of $95,000, or 1 cent a share, down 87% from $754,000, or 8 cents a share, for the first quarter of 1991. John B. Joseph, chairman and chief executive, said the company’s high level of non-performing assets will continue to depress earnings. Total assets at the end of the quarter declined 8%, to $435,650 from $472,811.
