Parliament restored Ayaz Mutalibov as president, and he vowed to regain ground lost to Armenians in the disputed enclave of Nagorno-Karabakh, officials and news agencies said. Mutalibov also threatened a dictatorship to restore order, they said. Presidential spokesman Rasim Agayev said 240 of 300 lawmakers voted to reverse their acceptance of Mutalibov’s March 6 resignation. The Popular Front, a militantly nationalist party that mobilized the demonstrations that pressured Mutalibov to resign, denounced his restoration and promised a civil disobedience campaign, Russia’s ITAR-Tass news agency said.
